The Forgotten City is an excellent quest mod. This Jarl is one of the best antagonist's I've ever seen in Skyrim. This will begin the quest, and Cassia's Plea will open and read itself to you. [Forgotten City spoilers] Getting Rykas' Armor I don't usually like to ask for help with puzzles but I'm at my wits' end with this one and want to make sure I'm not wasting my time. Generic Spoiler. But I forgot to save inbetween, and I dont want to play through all of it again.

The problem I have now is that looking back, you don’t have to do any of the optional parts of the quest, just obtain the four bits of armor and head down and persuade the Arbiter.

When entering the city, you discover the LakeHouse. This Jarl is one of the best antagonist's I've ever seen in Skyrim. I'd like to speak with those people.
